The contract involves the complete renovation of 35 golf course bunkers at the Woodlawn Golf Course on Ramstein Air Base, Germany, utilizing rubber liner and stacked synthetic edges. The contractor is responsible for providing all labor, transportation, tools, equipment, lodging, food, components, parts, and materials necessary for the project. The U.S. Government will facilitate a site visit scheduled for March 3, 2025, and interested parties must contact the designated points of contact by February 26, 2025, for further details. The award process emphasizes technical and past performance evaluations, with key criteria including certifications (notably Eco/Dura Bunker certification), authorization to operate within Germany, proven experience with at least 100 bunker projects involving crumb rubber or capillary concrete liners over the past five years, and possession of necessary resources and security clearances. Bidders must demonstrate compliance with environmental and safety standards, provide documentation of their experience and project resumes, and submit proof of business authorization in Germany. The technical evaluation will be binary—acceptable or unacceptable—based on meeting all five criteria: certifications, authorization, experience, resources, and security. Only those meeting all standards will be considered for further past performance review. The contract is managed by the Department of the Air Force, with the solicitation posted on February 25, 2025, and a response deadline of March 14, 2025.
