This is a PRESOLICITATION NOTICE for the upcoming Solicitation 75H701-26-R-00020 Nambe Wastewater Treatment Improvements Lagoon #4 Nambe, NM, Santa Fe County, a construction project prepared in accordance with FAR Part 36. These construction services are in support of the Indian Health Service (IHS).


The Government anticipates releasing the solicitation on or about June 23nd, 2026, and will remain open for approximately 30 calendar days. The solicitation and all amendments for this Request for Proposals will be posted on https://sam.gov under Contract Opportunities. A full scope of work, plans and specifications and Construction Wage Determination will be included in the solicitation documents. Additional details can be found in the solicitation when it is posted to https://sam.gov.


SCOPE OF WORK:


The contractor shall be responsible for the installation of two (2) Xerxes 25,000-gallon settlement tanks, one (1) AdvanTex AX-MAX wastewater treatment system, 65 LF of 8” PVC sewer pipe, 80LF of 2” sewer force main, 150 LF of 1” polyethylene water service line, one (1) 1” service tee, one (1) frost-free yard hydrant, 10’x10’ concrete pad, one (1) sanitary sewer drop manhole, 180’x14’ gravel access road, 250 LF of buried electrical conduit and wire, 600 LF chain link fence, barbed wire and a vehicular access gate. The Contractor shall install all necessary appurtenances and perform the required disinfection procedures to place the water service line in full operational condition.  All pipe, fittings, accessories, and installation product testing procedures shall conform to the latest version of Technical Provision Section 04 – Water Transmission and Distribution MainsLOCATION OF PROJECT: All work shall be performed near the following:

PERIOD OF PERFORMANCE: Period of Performance is 120 calendar days from date of notice of proceed.


CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $1,000,000 and $5,000,000


SITE VISIT: Details regarding the Site Visit will be included in the solicitation.


CONTRACT TYPE: IHS intends to award a single Firm Fixed Price (FFP) contract in support of this requirement.


This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 36 procedures with Lowest Price Technically Acceptable (LPTA) evaluation criteria.


This project will be solicited as 100% set aside for Indian Small Business Economic Enterprise (ISBEE) pursuant to the Buy Indian Act under North American Industry Classification System (NAICS) code 236220, Commercial and Institutional Building Construction.
