NAMRU-6 is seeking to obtain the services of a Research Coordinator and Scientist for the Virology & Emerging Infections Department, and as a Scientific Director for NAMRU-6 in Iquitos. Location for this requirement is in NAMRU-6 installations within the city of Iquitos, Department of Loreto. VEID currently runs more than 14 research projects in this region. In order to maintain all these research platforms, an experienced leader in the field of infectious and vector-borne diseases is required. VEID requires a professional with PhD level expertise to carry out research protocols in a remote sylvatic region, with limited resources and under extreme conditions. Tasks include: � Providing a leading role for project design and development involving Iquitos-based studies; for current studies as well as future ones that may be implemented in Iquitos during the performance period. � Assisting in project implementation and regular progress reporting. � Directly supporting the execution of Departmental surveillance and research studies on infectious and vector borne diseases such as dengue and Chikungunya. � Overseeing vector intervention efficacy trials, as they contribute to the mission of NAMRU-6. � Transferring expertise and best practices to all VEID personnel in Iquitos, as related to infectious and vector-borne diseases. � Serving as the Department liaison for any NAMRU-6 related issues in Iquitos. � Resolving any study-related disputes or issues between study personnel. � Representing NAMRU-6 VEID operations in Iquitos to the local Peruvian Ministry of Health. It is the intent of NAMRU-6 to award this requirement to the University of California, Davis. UC Davis, through its lead researcher Dr. Amy Morrison, has more than 17 years of experience in tropical infectious and vector-borne diseases in Iquitos, Loreto, Peru, and has been involved directly as investigator or collaborator in over 16 study protocols that have been developed in the region. Dr. Morrison's direct involvement is critical to the successful continuation of these studies. This pre-solicitation is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
