NASPO ValuePoint RFP NVP_BPM007409 AZ Mailing and Shipping Equipment, Technology, Maintenance, and Related Solutions

The State of Arizona, in collaboration with NASPO ValuePoint, has issued Solicitation BPM007409 to establish Master Agreements for Mailing and Shipping Equipment, Technology, Maintenance, and Related Solutions, targeting best value through collective purchasing power across public entities. The RFP invites qualified vendors to submit proposals by 3:00 p.m. Central Time on June 23, 2026, exclusively through Arizona’s Procurement Portal, with failure to comply resulting in non-responsiveness. The agreements, structured as IDIQ contracts, will have an initial two-year term with an option to extend for up to three additional years and will be available for use by state governments, institutions of higher education, political subdivisions, the District of Columbia, U.S. territories, and other eligible entities subject to their chief procurement official’s approval and local compliance. The scope encompasses 44 product and service categories including postage meters, inserters, labelers, mailing software, and associated maintenance and service support, with delivery and performance occurring at any participating entity’s location nationwide. Offerors must submit twelve mandatory attachments, including certifications, organizational profiles, key personnel details, conformance statements, and a mandatory price scenario workbook, while ensuring completeness of representations in Attachment 12 which requires UEI/CAGE codes and socioeconomic status certifications. Evaluation will be based on best value, considering technical merit, past performance, and pricing in a trade-off process, though specific evaluation factors and weights are contained in an unreleased attachment. The contracting agency is Arizona, though references to Texas appear to be administrative errors; payment, invoicing, and contracting officer details are not yet designated and will be finalized post-award.
