The USDA Forest Service Region 3 Western Zone Contracting and Property Office is procuring Firequick Products for five Fire Cache locations under a justification for other than full and open competition. Firequick Products, Inc. is recognized as the sole approved manufacturer by the NWCG Equipment Technology Branch and the National Fire and Equipment System Catalog for the required fire ignition devices. The specific items being purchased, identified by part numbers NFES #0299, #0371, #0372, #0687, and #0690, must meet strict criteria including manufacturer guarantees and expiration recommendations, ensuring compatibility and safety for agency use. This exclusivity is supported by the statutory authority under 41 U.S.C. 253(c)(1), which allows procurement without full competition when only one responsible source can meet the agency’s requirements. Market research was conducted by both the Project Manager and Contracting Officer, with notice of the acquisition being published on the Federal Business Opportunities platform. The Contracting Officer determined that the pricing is fair and reasonable through catalog price comparisons and historical purchase data. Firequick Products, Inc. is the only source expressing written interest in fulfilling the contract. The agency acknowledges the unique qualifications of the manufacturer and the critical safety and compatibility considerations that prevent the use of alternative products. Efforts to overcome barriers to competition will be addressed before future acquisitions, and the Contracting Officer, Janet Scaggs, has certified that the justification is accurate and complete as of March 31, 2017.
