Full Description

This is not a Request for Quote (RFQ) or an announcement of a forthcoming solicitation. It is merely notification of Social Security Administration's intent, on a sole-source basis, issue a firm fixed-price Purchase Order for a membership to the National Law Enforcement Telecommunications System (NLETS), Inc. for a one (1) year period to include, 4- one year options. Period of performance for base year will be 05/01/2018-04/30/2019. Subsequent options, if exercised, will be 1- year periods beginning 05/01 of each year and ending 4/30 of the following year, for a total of 5-year period, if all options are exercised. SSA's Office Protective Security Services (OPSS) utilizes the membership in the NLETS for verifying identity proofing documents required for credential issuance under Homeland Security Presidential Directive-12. The system is available 7 days a week, 24 hours per day, and 365 days/per year. NLETS is unique in that it operates an international system and network accessible by all criminal justice agencies and is the only provider of this capability in the US. The users of the NLETS network are agencies with security and law enforcement responsibilities, at all levels of the Government. Based on the requirement for membership in the NLETS, under FAR Part 6.302-1, Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements. This requirement is using conducted under the procedures in FAR Part 12 - Acquisition of Commercial Items, and in conjunction with the procedures under FAR Part 13. A determination by SSA to compete this proposed requirement based on responses to this notice is solely within the discretion of SSA. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. SSA doesn't intend to pay for information provided in response to this notice. Written responses to this synopsis shall contain enough documentation to establish a bona fide capability to fulfill this requirement. If no affirmative responses are received by 2:00PM EST on April 25, 2018, negotiations will be conducted with NLETS, as the only source and a purchase order will be issued without any additional notices posted on FBO.gov.
