NOTICE OF INTENT TO AWARD ON A SOLE COURCE BASIS TO THE NATIONAL ROOFING CONTRACTORS ASSOCIATION (NRCA)


Naval Facilities Engineering Systems Command Southeast, Jacksonville, FL intends to award a sole source purchase order to the National Roofing Contractors Association (NRCA), 2 Pierce Place, Suite 1200, Itasca, Illinois 60143 for (1) “NRCA Customized Architect/Designer Program” for up to 30 attendees. The requirement includes all course expenses and all student course materials. The seminars will be conducted onsite at NAS Jacksonville, Florida. NRCA is the sole authorized publisher and copyright holder of all NRCA Codes, Standards, and Handbooks. NRCA is the only known source at this time authorized to provide this specific training to the NAVFAC Southeast personnel.


This sole source requirement meets the conditions of FAR 13.106-1(b)(1), only one responsible source has been identified as reasonably available to provide the services that will satisfy the agency requirements.


This notice is not a request for competitive proposals. However, interested and responsible parties may identify their interest and capability to respond to the requirement. Inquiries received within 3 calendar days after date of publication of this synopsis will be considered by the Government.


A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. If no responses are received by 12:00AM EDT, 28 June 2026, to the effect that obtaining services from an alternate source is more advantageous to the Government than obtaining these services through a sole-source contract, then a firm-fixed-price sole source award will be made to NRCA. No questions will be addressed.


Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals.
