The National Training Center for Family Planning is a cooperative agreement opportunity administered by the Office of Population Affairs within the Office of the Assistant Secretary for Health at the U.S. Department of Health and Human Services, aimed at establishing a centralized national entity to deliver comprehensive training and technical assistance to Title X grant recipients and their extensive network of over 3,800 service sites. This initiative supports the delivery of family planning services to approximately 3 million low-income individuals annually by ensuring providers meet statutory and regulatory obligations, align with Office of Assistant Secretary for Health and Office of Population Affairs priorities, and maintain high-quality service standards. The project has an anticipated start date of September 30, 2026, with a base performance period of 24 months, extendable by an optional third year, and applications must be submitted by August 5, 2026, through Grants.gov using the solicitation number PA-FPT-26-001 and assistance listing number 93.260. Applicants must submit a complete application package including a project narrative not exceeding 50 pages and a combined narrative and appendices not to exceed 100 pages, all in PDF format, with specific formatting requirements including 12-point font, double-spacing, and standard 8.5" x 11" page size. The budget must be submitted separately as SF-424A along with SF-424, SF-LLL, and other required certifications. Key personnel must be identified with full resumes, and any changes require prior written approval. The award recipient must comply with federal regulations including 2 C.F.R. Part 200, Title X statutory requirements, and prohibitions on funding for abortion training, discrimination, lobbying, and use of covered telecommunications equipment. Financial reporting is conducted via the HHS Payment Management System using the SF-425 form, and awards are subject to risk assessments covering financial stability, management systems, and prior performance. Awards are not based on lowest price but on merit review by an independent panel, programmatic feasibility, and risk mitigation, with high-risk recipients subject to additional reporting conditions. All subrecipients require formal memoranda of understanding and approved budgets, and human subjects research must have IRB approval submitted within five days. The National Training Center will operate nationwide through virtual and in-person delivery to serve Title X providers across the United States.

Title X Family Planning Services Grants
Solicitation # PA-FPH-27-001
The Office of Population Affairs (OPA) is announcing the availability of approximately $257 million in funding for Fiscal Year 2027 to support up to 90 grant awards under the Title X Family Planning Services program. These grants, which may span up to five years, will fund projects that provide voluntary family planning services throughout the United States and its territories, including U.S. outlying islands and certain freely associated states. The program supports a comprehensive range of family planning and reproductive health services such as counseling, pregnancy testing, basic infertility services, sexually transmitted infection prevention and treatment, reproductive health literacy, and care coordination for conditions affecting fertility like endometriosis and polycystic ovary syndrome. The Title X program focuses on improving reproductive health outcomes by promoting informed decision-making and health literacy, emphasizing preventive care and addressing chronic conditions that impact reproductive health. Eligible applicants include public and private nonprofit organizations seeking to implement innovative strategies that focus on reducing chronic disease, promoting evidence-based fertility awareness methods, enhancing body literacy, and supporting reproductive goals counseling to aid family formation. Funded activities must comply with Title X statutory and regulatory requirements. The program is designed to empower low-income and uninsured populations by increasing access to comprehensive family planning services, improving early diagnosis and treatment of reproductive conditions, and reducing barriers to achieving healthy pregnancies. Interested entities must submit applications by January 9, 2027, with further details and instructions available through the Department of Health and Human Services.
