NOTICE OF INTENT TO MODIFY A SOLE SOURCE AWARD - PROCUREMENT BRIEF SUMMARY: This market research is being conducted to verify that no other sources can meet this requirement in support of the RCC OCCS CTR. ACQUISITION APPROACH: The Government intends to modify a sole source contract awarded in accordance with (IAW) FAR 6.3.2-1 to Airbus Defense and Space, Inc., 2550 Wasser Terrace Herndon, VA 20171. CAGE: 8W891. The additional effort will be Firm-Fixed Price. PEO STRI Project Manager for Training Devices (PM TRADE), Product Manager for Combat Training Instrumentation Systems (PdM CTIS) has a requirement for technology refreshment of the Range Communication System (RCS) Observer / Controller Communications System (OCCS). This Continuous Technology Refreshment (CTR) includes both hardware and software to the existing network. The original project was approved and placed under contract May 3, 2018. This additional effort adds: 35 day contractor support services (rotational support). 30 day Radio Frequency (RF) analysis and report from a radio frequency RF engineer. 14 day work effort for two network engineers for the RF bridge to be installed. 10 Aircraft intercom boxes to enable the aircraft (mobile devices) to access the new network. This procurement is for installation, support and management of sites logistical and maintenance operations until the system is fully transitioned to the sustainment contract. During this period the contractor shall assist the sustainment contractor with performance of the administrative, operational, maintenance, supply, technical documentation change and revision program and other support functions required. The contractor will verify the RF footprint both before and after the system is installed. The contractor shall provide services to maintain system hardware/software for the duration of the rotation. The contractor will correct any deficiencies in the software or hardware of the system related to the work performed as described in the Performance Work Statement for the upgrade of the RCS. PERIOD OF PERFORMANCE: Estimated 7 Months ESTIMATED DOLLAR VALUE: Approximately $670K RESPONSES REQUESTED: Interested contractors must submit their capabilities statement by electronic mail by the closing date and time. NOTICE: This notice is being provided to verify that no other sources can meet this requirement given the proprietary nature of the associated technical data and the time required to meet the current need for this effort. Responses shall be limited to 10 pages; contain company name; URL; point of contact information (email address and telephone number); cage code; business size under the NAICS334220; whether the company is a manufacturer or distributor; and shall provide a description of the source's capability and ability to meet the required components and be interoperable with the current Airbus RCS OCCS Voice Radio communication system without modification. Contractors are advised that a determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government IAW FAR Part 6.
