NATO Business Opportunity: Provision Of Specialized Air Domain SMEs for Integrated Air Command and Control (IAC2) Support

The NATO Joint Force Training Center in Bydgoszcz, Poland is seeking specialized air domain Subject Matter Experts to provide integrated Air Command and Control support under an Indefinite Delivery – Indefinite Quantity Commercial Personnel Services Contract, referenced as RFP-ACT-JFTC-04-26. Bids must be submitted electronically no later than 15 June 2026 at 13:00 Central European Time, with proposals divided into three distinct volumes—Administrative, Technical, and Price—each compiled as a single searchable PDF not exceeding 17 MB in size. The Technical Proposal is capped at 200 pages total, with individual sections limited to 25 pages, and all documents must be in Arial 10-point font, A4 format, and in English. The contract will support training events at JFTC facilities and associated operational sites, requiring personnel to work during JFTC operating days, including weekends, holidays, and nights. All contractors must hold a NATO SECRET facility security clearance and ensure their personnel have equivalent personal security clearances; failure to provide cleared personnel will result in bid rejection. Key personnel must be available at contract start, with substitution restricted for the first 90 days and requiring formal approval. Performance is governed by a Lowest Price Technically Acceptable evaluation method, where proposals must meet all mandatory technical requirements without exception to be considered for award. Contract line items cover seven distinct SME roles including Air Current Operations, Air Defense, Air Offensive, Airspace Management, Ground-Based Air Defense, Air Intelligence, and ICC Database Management, all priced on a man-day basis with fully loaded rates covering per diem, lodging, and incidentals but excluding flights. The base contract period runs until 31 December 2026, with four optional one-year extensions contingent upon performance, funding, and written approval by the Contracting Officer. Invoices must be sent to the JFTC BUDFIN office in Bydgoszcz via electronic fund transfer, following submission of supplier banking details at least 14 days before award. Contractors are prohibited from any organizational conflicts of interest and must disclose such issues proactively. All deliverables, including Air Tasking Orders, airspace control documentation, and operational reports, are JFTC-owned and must adhere to NATO branding standards.
