NATO Request for Information: Imagery Exploitation and Visualization Tools (IMINT)

The NATO Communications and Information Agency (NCIA), in coordination with the Joint Intelligence, Surveillance and Reconnaissance Centre (JISRC), has issued a Request for Information (RFI-424252-IMINT) to explore commercially available solutions that can enhance and expand its Imagery Exploitation and Visualization Tools (IMINT) capabilities. This market research initiative aims to gather industry input on modern software systems capable of supporting the full end-to-end Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) cycle for imagery and associated intelligence across a federated enterprise. The solution must provide robust imagery data management, AI-enabled exploitation, automated product generation, and secure dissemination while adhering to NATO’s interoperability framework, including Intelligence Federated Services (Intel-FS), Federated Mission Networking (FMN), and Battlespace Objects (BSOs). The system must operate within an open architecture to enable third-party module integration and fully support NATO’s multi-domain security standards, including classification handling, federated identity via PKI or national equivalents, smart-card/token authentication, role-based and attribute-based access control, and secure visualization across multiple security domains. Responses are restricted to companies located in NATO member countries and must be submitted via email to Tiago.Brito@ncia.nato.int by 17:00 hours Central European Time on 8 June 2026, referencing the NCIA identifier 424252-IMINT in all communications. Each response must include a five-page executive summary addressing Annex A and a completed vendor questionnaire in Excel format, as outlined in Annex B, with all fields required to be answered, even when marked N/A. The RFI is strictly for planning purposes and does not constitute a solicitation or binding obligation on NCIA; no contract will be awarded based on these responses, and no pricing or cost information is requested at this stage. The feedback will inform the development of a future procurement invitation for bid. The anticipated technical baseline includes three iterative deployment phases—PSA 1, PSA 2, and FSA—alongside comprehensive training, operations and maintenance support, and standardized data exchange via SOM functionality. Scenario-based demonstrations are scheduled for the week beginning 6 July 2026, and the NAICS code associated with this effort is 541519, reflecting the software development and systems integration focus of the upcoming acquisition.
