The NATO Communications and Information Agency (NCIA) has issued a Request for Information (RFI-07296-VTC) to gather industry feedback in support of a planned acquisition for comprehensive maintenance support of NATO-wide studio Video Teleconferencing (VTC) systems and associated audiovisual infrastructure. This RFI, posted on June 15, 2026, with a response deadline of 12:00 CET on July 3, 2026, is explicitly for market research and planning purposes and does not constitute a solicitation for bids or an intent to award a contract at this time. Participation is restricted to companies based in NATO member countries, and responses must be formatted in PDF or Word, not exceed 15 pages (excluding cover pages, brochures, and performance references), and clearly mark proprietary information with NATO-restricted usage language. Respondents are asked to provide details on their corporate capabilities, offer recommendations to refine the draft Statement of Work outlined in Annex B, and identify potential risks or barriers to successful performance. The anticipated contract would require the contractor to deliver preventive and corrective maintenance, remote and on-site technical support, configuration management, lifecycle advice, and operational AV/VTC services across NATO and NCIA facilities, including locations in Belgium and NATO Headquarters. Key performance requirements include maintaining system availability of at least 99.0% during service hours, with recommendations sought for reaching 99.9% in mission-critical environments. All audio, video, display, control system, and connectivity performance must adhere to approved service baselines. Contractors must ensure configuration changes are approved, documented, tested, and reversible, and must provide structured deliverables including a Contract Kick-Off Report, Mobilisation Plan, Incident and Work Order Reports, and Quarterly Service Review Packages. Support is expected to include a combination of on-site, remote, and on-call modalities, subject to strict NATO security, clearance, badging, and information protection requirements. The base contract period, anticipated to begin in 2027, is one year with up to three one-year option periods contingent upon performance, funding, and operational need. Transition-in and transition-out periods of 30 to 60 calendar days are mandated, and all activities must comply with NATO’s security, change management, and information assurance standards. No formal pricing, contract value, or evaluation criteria are provided, as this remains a planning phase to shape future solicitation requirements.
