Full Description

NOTICE OF INTENT TO AWARD SOLE SOURCE: The 48th Contracting Squadron, United States Air Forces in Europe (USAFE), RAF Lakenheath intends to award a sole-source, base year contract with two additional one (1) year options to National Air Traffic Services (NATS). This contract will allow for: (1) Primary Surveillance Radar (PSR) and Secondary Surveillance Radar (SSR) data providing an air picture to increase the air picture available to Lakenheath's Air Traffic Control (ATC) from 60 NM to 100 NM, including the 323 North Sea Military Training Area (MTA); (2) PSR/SSR data compatible with Standard Terminal Automations System (STARS). Data will be used for USAF Air Traffic Control activities at RAF Lakenheath and RAF Mildenhall 24 hours a day, 365 days a year. Further, the radar feed will mitigate mission degradation in connection with safety of flight and equipment restraints due upcoming F35s to RAF Lakenheath. The justification for restricting competition will be in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This notice of intent is not a request for competitive quotations; however, all expressions of interest received within fourteen (14) days (3 October 2019) of the issuance of this notice will be considered by the Government. Interested contractors may identify their capability to provide the services prescribed within this notice and the attached Performance Work Statement (PWS), and should provide sufficient data for the Government to determine them as a comparable alternative to the intended source. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
