The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with Globecomm Systems Inc., CAGE: 02MQ7 (doing business as Ultisat, Inc.) for the issuance of a Firm-Fixed-Price contract. This contract will be for the procurement of Ultisat, Inc. Ku-band ground station satellite communications systems and incidental support services in support of the Department of Defense.


The Government requires turn-key Ku-band ground station SATCOM systems, with the Ultisat proprietary software and systems, which include installation, integration, and testing of the satellite terminal, system, network, and service. Only the Ultisat Ku-band ground station SATCOM systems have passed testing and can meet the DoD’s requirement for Ku-band SATCOM infrastructure which includes monitoring and control software that is proprietary to Ultisat. Ultisat is the sole distributor for the required Ku-band ground station SATCOM systems and incidental support services.


The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
