The Department of Defense, through W2SD Endist Baltimore, is seeking Architect/Engineering services for the replacement of electrical transformers and switchgears at the Naval Research Laboratory in Washington, D.C. The project specifically targets Buildings 3, 5, 71, and 101, the latter of which supports critical research divisions including Plasma Physics, Acoustics, and Material Science and Technology. This effort is part of a broader multi-year campus distribution upgrade intended to mitigate the risk of catastrophic power failure. The necessity for these replacements stems from significant corrosion of the existing equipment housing, which has allowed rainwater to infiltrate and cause electrical shorts. To prevent temporary power losses across the NRL-DC campus, the government is awarding a task order under solicitation W912DR25R15TB. The project falls under NAICS code 541330 and is managed by the U.S. Army Corps of Engineers.

Full Description

This amendment contains three (3) attachments. The Government intends to award a task order for Architect/Engineering (A/E) Services in support of upgrading electrical transformers in Naval Research Laboratory (NRL) Buildings 3, 5, 71, and 101. Building 101 houses laboratories and offices for several different NRL research divisions, including the Plasma Physics Division, Acoustics Division, and Material Science and Technology Division. These replacements are part of a multi-year plan developed by NRL to upgrade electrical distribution throughout campus facilities. In all cases, the age of the transformers and switchgears have resulted in corrosion of the housing. This corrosion is allowing rainwater infiltration, which in turn is causing the electrical connection to short out and cause power failure; there is a potential for catastrophic failure, which would result in a temporary loss of power to parts of the NRL-DC campus.
