Fire Alarm engineering for Lewis County
Solicitation # 2026-RFQ-040
Lewis County is soliciting qualifications under solicitation 2026-RFQ-040 for a professional engineering firm to provide comprehensive design and engineering services for fire alarm systems. The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications. All designs must be stamped by a licensed electrical engineer familiar with Washington State fire alarm requirements and must integrate smoothly with existing infrastructure to ensure standardized maintenance and operations. Proposals are due by November 10, 2026, via the OpenGov platform and will be evaluated by a committee of at least three County employees using a points-based system. The evaluation criteria are equally weighted at 20 percent each across four categories: firm qualifications (including NICET certifications and licensed engineer availability), responsiveness and capacity to begin work within 30 days, regulatory compliance and permitting records, and the clarity and detail of blueprint designs. Applicants must provide a statement of qualifications, three public agency references from the last five years, and resumes of key personnel. The contract is administered by Matt Patana, Capital Infrastructure Specialist, based in Chehalis, Washington.

The Advanced Electrical Power Systems Branch, Code 44, of NSWCPD is tasked with providing engineering support for electrical power and propulsion systems across various acquisition life cycle phases of U.S. Navy ships, submarines and other naval assets. The programs supported by this contract use common equipment and technology that promotes the concept of an Integrated Power System, which is a system of systems that links the electrical power distribution system with the ship's propulsion system. In order to attend this virtual Industry Day, your company must have a CAGE code and be registered in SAM. To register for this event, please send your email address to both megan.a.lamiotte.civ@us.navy.mil and david.a.rhoads8.civ@us.navy.mil. The Government's presentation via Flankspeed will begin promptly at 1200 on 6 April 2022. The Government will send a calendar invite and the Powerpoint slides to each company's designated representative identified from the email registration. The Government anticipates issuing an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Contract Line Items (CLINs) for Engineering Services and Other Direct Costs. The CLINs may include a mix of Cost-Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), and Cost Reimbursable. The resulting contract is anticipated to have an ordering period of five (5) years. The NAICS code is anticipated to be 541330. The Navy intends to release a formal Request for Proposal in the summer/fall 2022. Please notify the Contract Specialist, Megan Lamiotte, and the Contracting Officer, David Rhoads, of your intent to attend at megan.a.lamiotte.civ@us.navy.mil and david.a.rhoads8.civ@us.navy.mil. Questions and comments received at the Industry Day will have a deadline of 13 April 2022 no later than 1600 Eastern Time.
