1. GENERAL INFORMATION

2. DESCRIPTION
This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.


This requirement is a 100% Total Small Business Set-Aside. Only quotes from small business concerns will be accepted.


3. STATEMENT OF REQUIREMENT
The Department of the Navy requires the fabrication and delivery of Box Patches and Plate Patch Sets for TAO-211 and TAO-212. All items must be manufactured in strict accordance with the attached NAVSEA drawings.


CLIN 0001 TAO-211: Box Patches


  • Requirement: Fabricate in accordance with NAVSEA Drawing 804-5959236

  • Quantity: Three (3) Each (Assy-1, Assy-2, and Assy-3)


CLIN 0002 TAO-211: Plate Patch Sets


  • Requirement: Fabricate in accordance with NAVSEA Drawing 804-5959239

  • Quantity: Three (3) Complete Sets


CLIN 0003 TAO-211: Shipping / Freight


  • Requirement: Freight charges for delivery to the destination.

  • Quantity: 1 Lot


CLIN 0004 TAO-212: Box Patches


  • Requirement: Fabricate in accordance with NAVSEA Drawing 804-5959236

4. BUY AMERICAN ACT (BAA) & DFARS COMPLIANCE
This acquisition is for a fabricated end item and is subject to the Buy American Act and DFARS 225.1.

  • Offerors must complete and return the certification in DFARS 252.225-7000.


5. INSTRUCTIONS TO OFFERORS

6. EVALUATION FACTORS FOR AWARD (LPTA)
The Government intends to award a single firm-fixed-price contract to the responsible Small Business offeror whose quote, conforming to the solicitation, is determined to be the Lowest Price Technically Acceptable (LPTA).


Step 1: Price Evaluation - All offers will be ranked by total price.
Step 2: Technical Evaluation - Starting with the lowest-priced offer, the Government will evaluate the following on a Pass/Fail basis:


  • Factor 1: Technical Conformance – Explicit confirmation of intent to manufacture in strict accordance with NAVSEA drawings 804-5959236 and 804-5959239.

  • Factor 2: BAA Compliance – Submission of a completed DFARS 252.225-7000 certificate identifying a domestic end product.

  • Factor 3: Lead Time – Proposed manufacturing lead time must not exceed the Government's maximum allowable lead time of [Insert Maximum Lead Time].
