The Fleet Logistics Center Norfolk, Contracting Department, Philadelphia, intends to solicit on a sole source basis for the extension of services of the existing contract with Global Management Systems, Inc. in support of the Naval Computer and Telecommunications Station Jacksonville (NCTS Jacksonville). The Navy requires telecommunication services necessary to support resident and tenant commands/organizations within the designated Area of Responsibility. This procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. This is considered a bridge action in order to avoid a break in services during the interim period between the expiration of the current contract and the award of a long-term competitive follow-on. It is critical that the telecommunication services work continue until the competitive follow-on is awarded. This is not a request for quote from any other contractor other than Global Management Systems, Inc. The applicable NAICS code for this requirement is 517110. The proposed contract action is for services for which the Government intends to solicit with only one source under the authority of FAR 6.302. This notice of intent is NOT a request for competitive proposals; however, all challenges to this sole source determination received by the close of business 07 Mar 2016 will be considered by the Government. To acquire the telecommunication services for the bridge period, the Navy intends to solicit a modification to extend the existing contract, N00189-11-C-Z022, to provide continuous contractual coverage for a period of six months from 01 Apr 2016 to 30 Sept 2016, with two 1-month options, to provide coverage while the competitive follow-on contract is implemented. The Terms and Conditions in the current contract apply to this sole source modification. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
