The Navy Ten-Miler Race is a one-day event scheduled for February in Chula Vista, California, hosted at Bayside Park under the coordination of the San Diego Unified Port District and the U.S. Navy. The race begins and ends in the south section of the park, utilizing its walking path and extending onto public roads including Sandpiper Way and Plover Way, which will be temporarily closed during the event. Approximately 2,000 participants are expected, with additional logistical support including one day for setup and one for breakdown. Parking for runners is provided at Bayside Park North, while up to 60 stalls in the south section will be used for event staging. The Chula Vista Police Department will manage traffic control and emergency services, and public access to the park and surrounding areas will be maintained as much as possible. The event qualifies for a categorical exemption under the California Environmental Quality Act due to its minor, temporary use of existing infrastructure and its alignment with normal operations for public gatherings. Financially, the only documented cost is a $50 CEQA filing fee paid through VitalCheck, with no formal contract value, CLINs, or pricing structure disclosed. The San Diego Unified Port District serves as the lead agency, with Betsy Viramontes as the primary point of contact and Lawrence Eve representing the Navy Race Organization. No federal contract clauses, evaluation factors, special requirements such as security clearances or key personnel designations, or formal contract administration roles like COR or COTR are present in the documentation. The process is governed by state-level environmental compliance procedures, with the Notice of Exemption and supporting documents filed through the County Clerk’s office, and no electronic procurement systems or formal contract award mechanisms are involved.
