Solicitation HSFE50-16-Q-0001, issued by the Department of Homeland Security's National Continuity Section under FEMA, seeks maintenance and support services for the National Warning System and Speaker Bus Conference Bridge systems. The scope of work covers multiple locations, including Mt. Weather, Virginia, Denver, Colorado, and Thomasville, Georgia, with a period of performance from July 1, 2016, to June 30, 2017. This procurement is designated as a combined type set-aside for Women-Owned Small Businesses. Due to the proprietary and patented nature of the hardware and software, the agency has provided justification for a sole-source procurement from Speaker Bus Inc. to ensure system enhancements do not void warranties or cause operational delays. A key amendment to the solicitation updated the NAICS code from 811213 for Communication Equipment Repair and Maintenance to 811212 for Computer and Office Machine Repair and Maintenance, increasing the associated value from 11.0 million to 27.5 million. Requirements for the contract include a TS Facility Clearance and specific experience with the Emergency Alert System and the National Warning System. The deadline for the receipt of proposals was established as June 2, 2016, at 4:00 PM local time in Virginia.
