UPDATE AS OF 02/28/2019 The original notice details/description have been updated to remove the section regarding Government Furnished Information (GFI). ********************************************************************** UPDATE AS OF 02/08/2019 Deadlines for Letter of Intent and Response submission are hereby extended as follows: LETTER OF INTENT deadline to 2/15/19 RESPONSES deadline to 3/15/19 *********************************************************************** DEPARTMENT OF THE NAVY NAVAL AIR SYSTEMS COMMAND AIRCRAFT DIVISION 24 JANUARY 2018 SUBJECT: Market survey for NAWCAD 5.4 Integrated Battlespace Simulation and Stimulation Department in support of the Navy Analytics Office (NAO) for the FY 20 Navy Annual Studies Process (NASP). Objective of the market survey is to better inform NAO, N81 and Analytical Sponsors of Analytical Providers capabilities, services and expertise. KEY DATES: 07 Feb 2019 Letter of Intent Due 04 Mar 2019 Response Due ATTACHMENTS: 1) NASP Process Memo BACKGROUND: Based on CNO's guidance, Navy recently stood up the Navy Analytics Office (NAO) to align Navy analyses, leverage the analytic community, and coordinate CNO's analytic agenda. The previous annual call for Integrated Analytic Agenda (IAA) studies is now replaced with a broader Navy Annual Studies Process (NASP). The Naval Air Warface Center Aircraft Division 5.4 Integrated Battlespace Simulation and Stimulation Department has been requested to support these effort. NASP analyses should support Navy decisions desired at Echelon I and Echelon II. The Navy Analytic Office will: - Initiate and promulgate the annual call for study topics, coordinate resources required for study execution, review topics for feasibility, redundancies, and return on investment for Navy decisions, track and assess topics submitted, finalize topics to be studied, and conduct oversight of study execution. - Align and monitor analytic efforts that support the Navy enterprise (including work that may be funded by non-Navy sources), and implement fiscal controls for it. - Integrate and coordinate efforts that support Navy decisions at the Echelon I and Echelon II levels and ensure they support strategic decisions effectively, as well as facilitate connections to lower echelons where possible and appropriate. - Identify and deconflict duplicative resources, leverage the common interests of Navy Echelon I and Echelon II organizations and those of the Analytic Community, and provide insight into prior research and related infrastructure or resources to leverage them for analytical insights. Key Decriptions: - Study sponsors are those OPNAV, Fleet, and SECNAV organizations with money allocated for annual studies. - Analytic providers are analytical organizations that, together, comprise the analytic community which conducts studies in support of the Navy enterprise. - NAO and N81, with support from NAWCAD 5.4 for specific subject areas, will work with Sponsors to identify the appropriate study provider for each study submission. They will consider the following criteria in those decisions: Provider capability, competency, and capacity to meet the study needs, responsiveness of the provider (perhaps based on upcoming decisions the study will inform), cost effectiveness, any unique study requirements, the extent that independence and objectivity are required, prior related work, and past performance. The intent of this market research is to canvas the analytic community providers and solicit inputs to get a better understanding of the analytic landscape available to the government at large. This announcement is purely a market survey for the purpose of determining market interest, feasibility, and capabilities of potential analytic providers and does NOT constitute a Request for Proposals. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. This constitutes the start of market research for the information outlined below and will be used for planning purposes only. Please note that no use of Government funding from Programs of Record (POR) is authorized to respond to this market survey; all market research responses derived from POR information sources should be fully coordinated with the appropriate funding source. Government, Contract Services Support (CSS), Federally Funded Research Development Centers (FFRDC) and University Affiliated Research Center (UARC) personnel are part of the NAO for this market research. The letter of intent will be reviewed by government personnel only; while, market survey responses may be reviewed by the following CSS, FFRDC and UARC personnel on contract with the government: - ARS Limited; Christopher Marsh - (christopher.d.marsh4.ctr@navy.mil) - Center for Naval Analysis (CNA); Ma Yousi - (yousi.ma.ctr@navy.mil) - Coutley Consulting Services; Raymond L. Coutley - (raymond.coutley.ctr@navy.mil) All associated committee members are required to sign a Non-Disclosure Agreement (NDA) with the government. However, if any submitting company wishes to obtain a separate NDA with the aforementioned personnel prior to response submission, please indicate this inclination in the Letter of Intent and contact the POC referenced above. If such NDA is obtained, please provide a copy to the government with the response to this RFI. Not responding to this market research does not preclude participation in any future announcements or contracts related to this topic. INFORMATION Description: The intent of this research is to solicit analytic community inputs on: Unmanned Aircraft System "Linked/Interdependent Autonomy" Electromagnetic Spectrum Workforce Artificial Intelligence Integration OJAG Organizational Contributions to Mission Effectiveness Influencing Allies'/Parters Anti-Submarine Warfare Deployment Capability/Capacity As the Navy begins to adopt distance learning to support its modern training goals, the advantage of face-to-face non-verbal communication begins to diminish. This is more so in a virtual world where the students are represented as avatars. Social interactions in a traditional classroom setting depend on complex signals in many modalities. For human interactions however, spoken language plays such an important role that we often neglect the importance of non-verbal signals. Information on the role of such technologies in supporting advanced analytics on human performance are requested. Navy Cyber Resilience Strategy and Posture Analysis Assessomg Methodologies to Prioritize Cybersecurity Investments The Navy is considering changes to the data and network architectures that support long term changes to achieve Fleet Design and Distributed Maritime Operations (DMO).
