AI Contract Overview
This solicitation, N00421-25-R-0004, issued by the Naval Air Warfare Center Aircraft Division (NAWCAD) at Webster Outlying Field (WOLF) under the Department of Defense, seeks proposals for engineering, integration, testing, and support services related to Command, Control, Communications, Computers, and Intelligence (C4I) electronic Radio Communication Systems (RCSs) for various United States Navy surface combatants, including AEGIS destroyers, cruisers, amphibious assault ships, aircraft carriers, and sea-lift ships. The contract operates under an organic Lead Systems Integrator (oLSI) model, whereby Government personnel lead and manage execution alongside industry partners, enabling Government retention of intellectual property and data rights to rapidly adapt solutions to evolving operational needs. The contract is structured as a hybrid Cost-Plus-Fixed-Fee (CPFF) for labor and cost-reimbursable for other direct costs, supporting a base year with eight option years covering discrete system deliveries and term labor categories. The scope encompasses design, procurement, integration, testing, training, delivery, and ongoing support of fully integrated C4I radio communication systems. All technical deliverables undergo stringent inspection and acceptance procedures at destination with government oversight, ensuring 95% or greater compliance on timeliness and technical soundness. The contract demands U.S. citizenship and Tier-3 security clearances for personnel, with requirements extending to personnel holding Top Secret clearances for certain labor categories. Organizational Conflict of Interest (OCI) disclosures and mitigation plans are mandatory to preserve fairness and integrity. Proposals are evaluated primarily on technical merit—covering sample task performance and key personnel qualifications—with cost/price assessed secondarily and small business participation included as a pass/fail eligibility criterion. Deliverables include contract data requirements specified in CDRLs, monitored through quality assurance surveillance plans, and invoicing is strictly electronic via the Wide Area Workflow (WAWF) system. Packaging and marking of technical data and equipment conform to best commercial practices and DoD standards, ensuring secure handling and proper identification aligned with contract terms. The solicitation sets a proposal submission deadline of December 18, 2025, with clear instructions on submission formatting, organization, and electronic delivery via the Procurement Integrated Enterprise Environment (PIEE).
