Solicitation # NAVMWR-27-R-0001
Solicitation NAVMWR-27-R-0001 is a design-build project for the renovation and expansion of the Monterey Golf Driving Range at NSA Monterey. The project aims to meet increased customer demand by repairing existing bays and adding 12 new hitting bays via a two-story hitting deck. The scope of work includes complete architectural and engineering designs for all civil, structural, electrical, and mechanical elements, the installation of a golf range technology system for ball flight tracking and interactive virtual golf, the construction of a 250 square foot range maintenance building, a chain-link fence evaluation, and the installation of three surveillance cameras. All work must comply with federal, state, and local codes, including the Uniform Federal Accessibility Standards Architectural Barriers Act. The contract will be awarded based on a best-value tradeoff between technical factors and price, with price weighted approximately equal to technical evaluations. Technical evaluation focuses on the proposed design solution, qualifications and experience, and the project execution method. Proposals must be submitted in two separate volumes, Technical and Price, by December 15, 2026. Key requirements include the appointment of a Chief of Construction Quality Control with at least 10 years of experience, the provision of payment and performance bonds by the prime contractor, and adherence to Davis-Bacon Act wage determinations. The government will retain 10 percent of all payments until final inspection and the delivery of all closeout documentation.
