The Defense Counterintelligence and Security Agency awarded a non-competitive, Firm Fixed Price contract to N2IA Technologies for NBIS Strategic Support. This sole-source award was made under the authority of 41 U.S.C. 1901 and FAR 13.501(a) as a HUBZone small business set-aside. The decision for a non-competitive award was based on market research indicating that N2IA possesses unique expertise in cloud financial operations (FinOps) and NBIS support, and that there was no reasonable expectation of receiving offers from two or more qualified HUBZone small business concerns given the urgent nature of the requirement. The scope of work involves supporting the National Background Investigation Services Program Management Office in modernizing and migrating applications to the cloud, with a focus on strategic planning, technical analysis, business process improvement, and value assessment. The contract has a total estimated value of approximately 4.3 million dollars, funded via DoD Working Capital Funds, with a breakdown including 3.7 million dollars for labor, 200,000 dollars for travel, and 400,000 dollars for other direct costs. The period of performance consists of a 12-month base period beginning September 28, 2024, with an option to extend services for an additional 6 months. Performance is primarily located in the Washington, D.C. area, with contract administration and acceptance managed by the DCSA office in Quantico, Virginia.

Award notice to inform industry that a sold source award was made under authority 41 U.S.C 1901 as implemented by FAR 13.501(a). This award is a Firm Fixed Price, and was not awarded competitively. NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.

DCSA INNOVATION GATEWAY
Solicitation # HS0021-26-CSO-DCSA
The Defense Counterintelligence and Security Agency (DCSA) Innovation Gateway, solicitation HS0021-26-CSO-DCSA, is a commercially focused initiative designed to partner with creative companies to solve critical mission challenges through prototype projects. Operating as a general announcement from June 23, 2026, through June 22, 2031, the program focuses on four primary technical priorities: Digital Transformation Enablement, Data Integration and Advanced Analytics, Cyber and Industrial Security, and Digital Workforce and Governance. Awards are issued as Other Transaction Agreements (OTA) in accordance with 10 U.S.C. 4022, requiring participants to be nontraditional defense contractors, small businesses, or provide significant cost-sharing. The procurement process is driven by separate Innovation Calls published via Sam.gov, and the government will only review proposals submitted in response to these specific calls. Interested parties must submit a Solution Concept Paper using the mandatory template, which is evaluated based on problem understanding, proposed concept and vision, and technical approach. The selection process consists of three phases: evaluation of concept papers, an optional full project proposal or demonstration, and collaborative negotiation for the final award. To be eligible, vendors must maintain active registration in the System for Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE), possess any required security clearances specified in the call, and mitigate any organizational conflicts of interest.
