NC27-104 Pahvant Front/Spartan Meadows LS Project 2026

The State of Utah Division of Purchasing, in coordination with the Wildlife unit, is soliciting bids for the Pahvant Front/Spartan Meadows LS Project 2026. This project focuses on wildland fire hazard reduction and wildlife habitat restoration on approximately 751 acres of Bureau of Land Management land in Millard County near Fillmore, Utah. The scope of work requires the mechanical removal of standing live juniper trees and saplings using hand crews with chainsaws, specifically performing lop-and-scatter treatments on 650 acres and slash pile cover on 101 acres. Participation is strictly limited to pre-qualified contractors, and the contract will be awarded to the lowest responsive and responsible bidder based on a per-acre pricing model. The project performance period is 53 calendar days from the official Notice-to-Proceed, with an extended performance window from September 21, 2026, through November 13, 2026. Contractors must provide all labor, equipment, and supervision, and are required to maintain specific insurance coverages, including Commercial General Liability of at least 1 million dollars per occurrence and 3 million dollars aggregate, as well as statutory Workers Compensation. Final payment is a single lump sum based on actual acres completed. Quality control is managed through project inspections to ensure treatment uniformity and adherence to specific pile size standards, with a performance evaluation system in place to maintain the vendor's pre-qualified status.
