The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk, acting on behalf of the Naval Criminal Investigative Services (NCIS) in Quantico, Virginia, has issued a Request for Information (RFI) to gather industry input regarding the procurement of technical and operational support services for the NCIS Cyber Directorate. The purpose is to identify qualified sources capable of providing integrated cyber capabilities that enable the identification and counteraction of threats to Department of the Navy critical assets, networks, and information through AI/ML-driven data analytics, system enhancements, and digital forensics. The baseline performance period, if a contract is awarded, is set for 16 February 2027 through 15 February 2028, with two optional one-year extensions that could extend the contract through 15 February 2030. The North American Industrial Classification System (NAICS) code for this requirement is 541512, with a small business size standard of $34,000,000 in annual receipts. All contractor personnel, including subcontractors, must possess and maintain an active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance throughout the contract term, and must be adjudicated to that level prior to performance commencement. Contractor security representatives must be designated, clearance packages submitted within ten days of requirement identification, and personnel must comply with all Department of Defense and Navy cybersecurity standards, including HSPD-12, DD Form 254, and SECNAV M-5239.2. Key personnel requirements include a Program Manager with a Master’s degree, CISSP certification, and five years of IT management experience, as well as a Project Control Analyst with accounting expertise. The Contractor’s Program Manager must be based in the Washington, DC metro area.
