Neebing-McIntyre Floodway Clearing Project

The Neebing-McIntyre Floodway Clearing Project (LRCA-2026-01), issued by the Lakehead Region Conservation Authority, involves vegetation clearing and sediment excavation between the Redwood Ave Bridge and the Diversion Channel Outlet. The scope of work includes the excavation of approximately 6,133 cubic meters of floodway sediment, hauling and disposal of 5,782 cubic meters of material, and the removal of trees 150 mm and greater in diameter. Additional requirements include the installation of geotextile and rip-rap, site dewatering in accordance with OPSS.MUNI 517, traffic control following Ontario Traffic Manual Book 7, and the implementation of environmental controls. The contractor must submit a Dewatering and Water Management Plan for approval prior to starting work and ensure side slope transitions maintain a minimum slope of 2H:1V. Tenders must be submitted digitally via the Bids and Tenders portal by 2:00 PM EDT on October 27, 2026, as a single PDF. Mandatory submission documents include the Tender Form, Agreement to Bond, a 10% bid bond on CCDC Form 220, a Certificate of Insurance, and Supplementary Forms A through D covering subcontractors, alternatives, experience, and supervisory staff. Failure to complete these forms may result in tender rejection. Upon award, the successful contractor must provide a performance bond for 100% of the work value and a labor and materials payment bond for 50%. Payment is processed via progress certificates, contingent upon the submission of a WSIB certificate of clearance and a statutory declaration confirming all liabilities and liens have been discharged. Notably, the owner is not liable for interest on any amount payable to the contractor, and time is strictly of the essence for completion.
