Need a Contractor to Assist the MSOGB with the Plugging, Remediation, and Reclamation of Orphaned Wells

The Mississippi Department of Oil and Gas is soliciting absolute turnkey bids for the plugging, remediation, and reclamation of five specific orphaned oil and gas wells located in Jasper and Jones Counties. The project is tentatively scheduled to run from February 3, 2027, through January 31, 2028, with work beginning within 30 days of a notice to proceed. The selected contractor must provide all labor, equipment, and materials, ensuring all work complies with the Infrastructure Investment and Jobs Act, the Davis-Bacon Act, and the Build America, Buy America Act, which requires the use of domestic iron, steel, and construction materials. Key technical requirements include cutting casings at least three feet below ground level and welding an identification plate containing the plugging date and API number on top. Eligible bidders must be qualified to do business in Mississippi, hold a valid state business license, and possess at least five years of experience in emergency and environmental response, risk assessment, and orphaned well reclamation. Awards will be based on the best acceptable bid, evaluated through a two-stage process that first assesses responsiveness and responsibility before applying a cost-based scoring system. Contractors are required to submit individual work plans for each well for agency approval and must perform all pipe and cementing work during a five-day work week under the supervision of an MSOGB representative.
