The National Oceanic and Atmospheric Administration is soliciting a firm-fixed price quote for one new Caterpillar Model 3508B diesel engine to replace a failed unit on the NOAA ship Henry B. Bigelow. This engine is critical for generating electricity for the vessel's propulsion and ship service electrical loads. Because this specific model is no longer in production and requires a precise drop-in replacement to avoid vessel modifications, the acquisition is being conducted as a sole-source procurement specifically from the original equipment manufacturer, Caterpillar, Inc. The selected contractor is responsible for providing all supervision, labor, materials, shipping, and standard commercial warranties. Delivery is required at the destination in Norfolk, Virginia, within 90 days of the award. The procurement is governed by FAR Part 12 and Subpart 13.5, with the associated NAICS code 333618. All quotes must be submitted in U.S. dollars and include the vendor's Data Universal Numbering System number.

This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This requirement is being conducted as a sole-source acquisition pursuant to FAR Part 12 and Subpart 13.5, Test Program for Certain Commercial Items, which is the statutory authority permitting other than full and open competition pursuant to section 4202 of the Clinger-Cohen Act of 1996 (FAR 13.501(a)(1)(i) and (ii). The synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular Nos. 2005-67 changes with an effective date of July 22, 2013 and 2005-68 dated June 26, 2013. Should the Government issue an order resulting from this RFQ, it will be a firm-fixed price supply type purchase order in the form of a written offer to the supplier and shall require the supplier's acceptance by notification to the Government, in writing, as defined at FAR 2.101. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A WRITTEN SOLICITATION WILL NOT BE ISSUED. A QUOTE IS BEING REQUESTED FROM THE OEM (CATERPILLAR, INC.) ONLY AND ADDITIONAL SOURCES ARE NOT BEING SOUGHT FOR THIS REQUIREMENT. THE PURPOSE OF THIS POST IS TO PROVIDE THE NOTICE REQUIRED BY FAR 5.203(a)(2) .
