Neighborhood Tree Pruning

Portland Parks and Recreation Urban Forestry is soliciting multiple contracts for the Street Tree Care Program to perform systematic, block-by-block street tree pruning, removal, and stump grinding in the public right-of-way. Guided by the City's Urban Forest Plan, Tree Planting Strategy, and Climate Action Plan, the scope requires all pruning to be conducted under the direct onsite supervision of an ISA Certified Arborist and in compliance with City Tree Care Standards, ANSI Z133.1 Safety Standards, and OSHA requirements. Contractors must also meet TCIA EHAP/EHAT safety training standards and possess ODOT Flagger Certification. Performance is tracked via TreePlotter, and stump removal must reach a depth of 4 to 24 inches below grade. The selection process uses a cumulative scoring system based on a multi-phase evaluation, which may include oral interviews, demonstrations, and site visits. Award decisions are based on the highest total overall score, negotiated costs, and agreement to the City's terms. Administrative requirements include the use of electronic fund transfers via ACH for payments, which are issued net 30 days following the City Project Manager's inspection and acceptance of the work. Contractors must maintain Equal Employment Opportunity certification, comply with the Americans with Disabilities Act and Title VI of the Civil Rights Act, and provide reporting on Minority, Women, Veteran, and Emerging Small Business Enterprises participation.
