Full Description

The purpose of this amendment is to post Government responses (Attachment 12) to previously submitted questions and updated versions of solicitation documents, specifically Attachments 1, 2, 3, 4, and 9. Please carefully review the changes within these documents prior to submitting a response, which include but are not limited to a shortening of the Base PoP to 10 months as the target effective / start date of this requirement is now 05/01/19. (The Base PoP end date and ultimate intended end date remain unchanged.) The due date and time for responses has also been updated with this amendment, and the Government does not intend to further extend even if there is another partial Government shutdown that specificially impacts FEMA / USFA.

Solicitation # WX01783Y2026T
The U.S. Department of Homeland Security’s Federal Emergency Management Agency plans to award a sole-source service agreement to Smiths Detection for the continued support of twenty-four Lightweight Chemical Detectors currently in use at the Center for Domestic Preparedness in Anniston, Alabama. Smiths Detection is identified as the only vendor capable of providing a customized service agreement tailored to this existing equipment, necessitating non-competitive procurement under Federal Acquisition Regulation Part 13. The contract performance period extends through April 30, 2027, with an additional one-year option available. This acquisition falls under NAICS code 334519 with a small business size standard of 600 employees and carries no set-aside restrictions. Interested parties may submit technical capability statements via email in Microsoft Word or Adobe PDF format to Laura Harshbarger by July 6, 2026, at 4 PM EST, though no formal solicitation exists and responses are solicited only to evaluate the feasibility of competition. The government retains full discretion to proceed without competition regardless of submissions received. The point of contact for inquiries is Laura B. Harshbarger, with Gary Topper as a secondary contact; submissions must be sent exclusively by email, and no phone calls will be accepted.
