(i) Authority:
This is a combined synopsis/solicitation for commercial products and services prepared in accordance with the Revolutionary FAR Overhaul (RFO) procedures under RFO Part 12. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.


(ii) Solicitation Number: F1S0AY6182A001 (Issued as a Request for Quotation).


(iii) Set-Aside / NAICS:
This acquisition is Unrestricted. The associated NAICS code is 334111 (Electronic Computer Manufacturing) with a size standard of 1,250 employees.

(v) Description of Requirements:
The Edwards AFB Contracting Office intends to award a firm-fixed-price (FFP) contract on a sole-source basis to Telspan Data, LLC (CAGE: 48U78) for NetView software licenses and maintenance support. NetView is a proprietary, highly specialized software required to decode, process, time-align, and display IRIG 106 Chapter 10 recorded video data from preflights and test missions for Bomber Platforms (B-1, B-2, B-52).


(vi) Single Source Determination:
In accordance with RFO 6.103-1 (Only one responsible source and no other supplies or services will satisfy agency requirements), the Government has determined that Telspan Data, LLC is the Original Equipment Manufacturer (OEM) and sole developer/distributor of this software. Procuring an alternative software would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition (including the loss of existing NetView infrastructure investments) and unacceptable delays in fulfilling the agency's requirements for critical bomber test missions.


(vii) Period of Performance / Delivery:
Delivery is required 7 Days After Receipt of Order (ARO). Software maintenance support period of performance is 12 months from the date of award.


(viii) Terms and Conditions:
The terms and conditions for this commercial acquisition will be governed by RFO 12.301 (Solicitation provisions and contract clauses for the acquisition of commercial products and commercial services). Award will be made to the responsible offeror whose quote is most advantageous to the Government, price and other factors considered, in accordance with RFO 12.204(a).


(ix) Notice of Intent:
This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.


(x) Submission Instructions:
