The Transportation Security Administration (TSA), under the Department of Homeland Security, plans to acquire specific brand-name network devices as part of a technology refresh initiative. This procurement will be conducted using other than full and open competition in accordance with FAR 6.302, given the critical requirement for exact component compatibility across all environments—development, test, staging, and production—as well as geographic locations. Any deviation from the specified hardware, software, or documentation could lead to unauthorized configuration differences, which are not permitted. The requested items are intended as direct replacements for existing components within the TSA’s technology infrastructure to maintain interoperability and consistency with current systems. Interested vendors are invited to express their interest and capability by contacting the designated Contract Specialist within five days of the solicitation’s publication. Although this notice is not a competitive solicitation, responses will be reviewed to determine if a competitive procurement is necessary, with the ultimate decision resting with the Government. The contract solicitation, identified by number HSTS02-13-Q-OIA506 and posted on August 2, 2013, falls under the NAICS code 541512 and is managed by the Contracting and Procurement office based in Springfield, VA.

Full Description

The Transportation Security Administration (TSA) in accordance with FAR 6.302 intends to use other than full and open competition to purchase brand name commercial items for a technology refresh. The system design requires specific brand-name components. No component usage deviation is allowed between DEVELOPMENT, TEST, STAGING, and PRODUCTION environments or between geographic locations. Using "alternative" hardware, software, or documentation components in different environments or locations would result in unauthorized configuration deviations. The hardware and software components listed in this procurement action are drop-in replacements for existing system design components. The exact hardware specified is necessary to fulfill the TVS technical requirements and to ensure that it will be interoperable and interchangeable with the existing TVS hardware. Interested vendors may identify their interest and capability to respond to the requirement by emailing the points of contact below. This notice of intent is not a request for competitive proposals. However, all responses received within five days of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
