New Engagement Center, Desert Research And Extension Center (Drec), Holtville, California

The University of California, Agriculture and Natural Resources (UC ANR) is soliciting prequalified general contractors for the development of a new Engagement Center at the Desert Research and Extension Center (DREC) in Holtville, California. This design-bid-build project, with an estimated construction cost between 10 million and 15 million dollars, focuses on creating a regional resource for applied research and public engagement. The scope of work includes the construction of a 6,975 square foot facility featuring a classroom, office, storage, bathrooms, engagement space, and a demonstration kitchen. Additional deliverables include a 600 square foot greenhouse, a 3,475 square foot covered plaza, an arrival plaza with presentation gardens, and site improvements such as the demolition of a residence and garage, the remodeling of another residence, and the widening of the central driveway to include a bus pickup area and 15 new parking spaces. The procurement process utilizes a two-level prequalification system. Level I requires the submission of a questionnaire by September 4, 2026, to evaluate a contractor's experience with public agencies in California, institutional facility construction, and the ability to maintain a full-time on-site superintendent. Level II consists of interviews for those who pass the initial screening, with selected bidders advancing to the final competition in the first quarter of 2027. Eligible contractors must hold a current California B license and be registered with the Department of Industrial Relations.
