The Naval War College Contracting Division plans to award a sole source Firm-Fixed Price contract to the New England Commission of Higher Education for a one-year membership, citing FAR 6.302-1 and FAR 6.202-1(a)(2) as the basis for non-competitive procurement. This decision is supported by market research indicating that the accreditation service required by the Naval War College is available only from this specific organization, as it is the sole provider of such services in the region. Accreditation is critical for assuring prospective students and the public that the institution meets established educational standards, underscoring the necessity of this membership. The contract's NAICS code is 611710, with a small business size standard of $16.5 million. The solicitation is posted as unrestricted, allowing any interested firms or individuals to express their interest and capability to the Contracting Officer by a specific deadline, June 10, 2021, via email only, with no phone calls accepted. If no responses are received by the deadline, the contract will be awarded directly to the New England Commission of Higher Education by June 11, 2021. The contracting officer, Joe Almeida, is the point of contact for this acquisition. The sole source award reflects the unique nature of the service and the discretion of the government based on their determination that only this provider can fulfill the agency’s needs.
