REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT – The government is issuing this RFI/sources sought announcement as a part of market research for Electronic Warfare.


SPECIAL NOTICE – REQUEST FOR INFORMATION(RFI)/Sources Sought: Naval Surface Warfare Center (NSWC), Crane Division, has a requirement for companies with the capability and facilities to manufacture multiple serpentine assembly variations for the AN/SPS-48E serpentines and intends to award a 5-year, firm fixed price, sole source IDIQ follow-on contract to N0016423DWP84. Companies with the capability and facilities to provide these types of supplies and services as well as the experience/expertise are invited to submit information pertaining to their capability to fulfill this requirement.


The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Loughmiller Tool and Design, Loogootee, IN, CAGE Code 1G8N9.  This action is anticipated to be conducted under the authority of FAR 6.103-1(c)(2). The requirement is being solicited on a sole source basis because competition could result in substantial duplication of cost to the Government, which are not anticipated to be recovered through competition, or could cause unacceptable delays in fulfilling the requirement through any other source. Loughmiller has acceptable designed the prototype and delivered the above mentioned serpentines. The applicable NAICS code for this requirement is 334511. The Product Service Code (PSC) is 5840 – Technical Representation Services: Communication, Detection, and Coherent Radiation Equipment. Anticipated Period of Performance will be FY29-FY34.


All responsible sources may submit a capability statement, as appropriate, which will be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. The solicitation and amendments for this sole source action will not be posted to Sam.gov and are available only from the POC identified below.


All interested parties may submit company and product literature, a capability statement no longer than 2 pages, and/or other pertinent information.


Responses to this RFI/Sources Sought shall include the following:


  1. Company Name, Address, CAGE Code, Business Size
  2. Company Point of Contact including name, telephone number, and email address.
  3. Information describing the Company’s capabilities, resources, and experience that demonstrate an ability to perform this effort.
  4. Purpose/explanation of the response to the sources sought, i.e. to better understand the Government requirement; to potentially become a viable option for a future requirement; to take exception to the anticipated sole source based on your company’s capabilities to meet all Government requirements.

The Government may contact Sources Sought respondents to obtain clarification on information submitted.

Do not send any material that requires a non-disclosure agreement or identify information that is business sensitive. Responses to this notice will not be returned. Telephone calls/questions or inquiries will not be accepted. All information provided becomes U.S. Navy property and will not be returned. All proprietary information will be treated appropriately. At current time, no funding is available for contractual estimates. This RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract.  The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement.  Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
