The solicitation, issued on August 27, 2018, closed on September 26, 2018, and is not designated as a small business set-aside. This acquisition is governed by federal regulations including compliance with the Buy American Act and Free Trade Agreements. The government is not currently pursuing a competitive procurement but will consider all proposals submitted within designated timeframes. The contract places emphasis on price, technical capability, and past performance during evaluation. An ombudsman is appointed to address concerns confidentially during the proposal phase but does not participate in source selection.
