U.S. Embassy Mexico—International Narcotics & Law Enforcement Affairs (INL Mexico) CONOCER Criminal Analyst Certification Services
Solicitation # 19AQMM26Q0469
Solicitation 19AQMM26Q0469 is an unrestricted Indefinite Delivery Indefinite Quantity (IDIQ) procurement issued by the U.S. Embassy Mexico's International Narcotics and Law Enforcement Affairs (INL Mexico) office. The primary objective is to strengthen the capacity of Mexican state and federal crime analysts by providing certification services under the CONOCER Competency Standard, specifically targeting up to 850 analysts in Competency Standard 1599 to improve investigative quality and reduce impunity for high-impact crimes. The contract is structured as a Firm Fixed Price (FFP) agreement with a five-year ordering period running from December 1, 2026, to November 30, 2031. The scope of work includes evaluation services, the issuance of certifications, and associated travel and VAT reimbursements, with performance occurring at various locations across Mexico. To be eligible, the contractor must be formally registered as a CONOCER Evaluation and Certification Institution and assign qualified personnel, including a CONOCER Evaluator for the 1599 Competency Standard. Award will be based on a trade-off approach where technical factors—specifically key personnel, technical approach, relevant corporate experience, and past performance—are deemed more important than the evaluated price. The evaluation process focuses on the greatest value to the government rather than a numerical formula. Administrative requirements include electronic invoicing via the Invoice Processing Platform (IPP) and adherence to strict submission guidelines, with the final response deadline set for November 1, 2026.

Subject: Request for Quote - New Office Building Construction Data Vendors: The Bureau of Labor Statistics (BLS) has a need for detailed data on new office buildings that were either bid, under construction, or completed construction between June 1, 2011 and June 1, 2014. The data will be used by BLS to analyze, evaluate and improve the Producer Price Index (PPI) 236223. In addition, the BLS requires the development of four detailed cost models that will be used to estimate construction costs for office projects within each of the four major Census regions (Northeast, South, Midwest, and West). These costs will need to be updated by the vendor every three months. The Government anticipates an award of one Firm Fixed Price purchase order with a twelve (12) month base period of performance and four (4) twelve month option years. Proposals must be received by 12:00 PM on June 20, 2014. Please submit your proposal electronically to Gantt.Joan@bls.gov . Should you have any questions concerning this requirement, please contact Joan Gantt via e-mail at Gantt.Joan@bls.gov.
