New Reach-In Display Refrigerators

This procurement is for two 2-section reach-in display refrigerators, specifically the Traulsen Model RHT232DUT-FHG or an approved equal product, to be delivered to the Puget Sound VAMC in Seattle, Washington, under a firm-fixed price purchase order utilizing Simplified Acquisition Procedures per FAR 12. The solicitation is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 333415, and only certified SDVOSBs listed in the SBA database are eligible to respond. All submissions must be completed on Standard Form 1449, accompanied by a filled-out Price/Cost Schedule, documentation proving that any equal product meets all listed salient characteristics, and a fully executed VAAR 852.219-76 Limitations on Subcontracting form. The refrigerators must comply with NSF and FDA standards, be constructed using FDA-approved materials, and include two user manuals and two service manuals, preferably delivered electronically. All items must be packaged to ensure safe delivery by common carriers and conform to carrier regulations based on the transportation method used. Responses are due by July 21, 2026, at 11:00 PM Pacific Time and must be submitted via email to Nicholas.Heintz@va.gov; no late submissions will be accepted. Offerors must maintain firm pricing for 30 calendar days after the deadline and must have current, accurate annual representations and certifications in SAM, including a valid Unique Entity Identifier and CAGE code. Evaluation will be based on technical compliance with all salient characteristics and past performance, which together are more important than price, with award going to the most advantageous offer to the government. The contractor must comply with all applicable federal statutes including Buy American, Kickbacks, Contract Work Hours and Safety Standards, and Combating Trafficking in Persons, and must submit electronic invoices within the requirements of VAAR 852.232-72 and 52.232-33 upon inspection and acceptance. Delivery must be completed within 90 days after the award, and the government retains the right to inspect, test, reject, or require repair or replacement of nonconforming items at no additional cost, with post-acceptance rights exercisable within a reasonable time after defect discovery.
