Mandatory components include a fully completed SF-1449 form, Section I pricing details, additional information required in Section 3, and verifiable proof of active registration in the System for Award Management (SAM), as failure to register will render the offer non-responsible. The acquisition is not subject to any small business set-asides, though offerors may self-certify socioeconomic status, including small business, WOSB, 8(a), or veteran-owned designations, which may trigger additional reporting obligations.
