NEW WELL & WATER SYSTEM IMPROVEMENTS PROJECT

The New Well and Water System Improvements Project in Tehama County, California, focuses on replacing the Norcal Water Works system well, storage tank, and distribution pipeline. This initiative is driven by the need to address ongoing source and storage capacity issues, aging and leaking infrastructure, and the failure of a previous well that was improperly constructed. The project aims to restore safe and reliable drinking water and improve long-term management of the system, which has been under a boil water notice since March 2020. The work is categorized as exempt under CEQA Guidelines Section 15302(c) as it involves the replacement or reconstruction of existing facilities without increasing system capacity or service connections. The scope of work includes the installation of a 30,000-gallon storage tank, approximately 900 linear feet of six-inch water main, and the replacement of about 20 residential water service laterals. Additionally, the project requires the installation of booster pumps, electrical components, chlorination injection systems, and fencing around the storage tank yard. Performance will take place north of the City of Los Molinos, specifically on Assessor Parcel Numbers 047-230-020 and 047-120-035, as well as along Riverview Avenue and 4th Avenue. The project must be completed within one year from the date it is received by the Division of Drinking Water for review and must adhere to California standards regarding setbacks from structures and contamination sources. Funding is provided through the administrative costs of the Division of Drinking Water.
