The Newhall Mixed-Use Project (Hartwell): Master Case 25-089 involves a revised development plan to expand an earlier approved mixed-use project in the Arts & Entertainment zone of the Old Town Newhall Specific Plan in Santa Clarita, California. The project proposes to redevelop the former Mac’s Pool Supply, Horseshoe on Main, and the historic Masonic Lodge/Courthouse properties, with an expansion to include the adjacent KHTS Radio Station studio site, increasing the total residential units from 78 to 98 and commercial space from 5,223 to 6,300 square feet. The new five-story building will stand at 52 feet tall and include 158 parking stalls located in a subterranean level and first floor. Due to the scope of expansion, a Minor Use Permit is required under local regulations governing cumulative increases of ten to fifty percent in approved building area. The project has undergone environmental review under the California Environmental Quality Act, resulting in the adoption of an Environmental Impact Report with findings that the project will not have a significant environmental impact. The applicant, Serrano Development Group, is the sole party responsible for project execution, while the City of Santa Clarita’s Department of Community Development holds authority over approval, oversight, and acceptance of all modifications. The project site is situated at the intersection of Main Street, Market Street, and Railroad Avenue, and no federal procurement contract structure, clauses, pricing, or acquisition regulations such as FAR have been applied, as this is a municipal land use and zoning approval process. The approval date of August 26, 2025, marks the culmination of the environmental and planning review, with no identified payment, invoicing, or contracting officer roles within the federal acquisition framework.

The applicant is requesting a Minor Use Permit (MUP) and Development Review (DR) to modify the Hartwell Mixed-Use Project (previously considered by the City Council on May 13, 2025) which consisted of the redevelopment of the Mac's Pool Supply, Horseshoe on Main (formerly Soundsations), and the historical Masonic Lodge/Courthouse buildings to construct a new five-story mixed-use building, consisting of 78 apartment units and 5,223 square feet of commercial floor area located at the three-way comer of Main Street, Market Street, and Railroad A venue. This proposed revision expands the project site to include the adjacent property (KHTS Radio Station studio) and increases the project to 98 apartment units and 6,300 square feet of commercial floor area. A total of 15 8 parking stalls are proposed within one subterranean and the first-floor levels. The height of the building remains at 52 feet. An MUP is required to modify a conditionally approved project involving a cumulative expansion of ten to fifty percent of the approved building area. The subject properties are located in the Arts & Entertainment zone of the Old Town Newhall Specific Plan (OTNSP).
