AI Contract Overview
The Department of Justice, through its Justice Management Division, plans to procure on a sole-source basis online subscriptions to three proprietary news databases: Access World News, Heritage Hub, and Armed Services and Government News. Access World News delivers current and archived content from over 14,500 global sources across North America, Europe, Asia, Africa, and beyond, covering subjects such as political science, business, health sciences, and journalism. Heritage Hub aggregates U.S. obituaries and funeral notices from all states and territories, while Armed Services and Government News compiles content from more than 200 military and federal publications including Air Force Times, Army Times, and Defense News. All content must be accessible and searchable through a single unified platform. The procurement is justified under 41 U.S.C. 253(c)(1) due to the proprietary nature of the content and the absence of alternative sources. Only contractors registered in SAM.gov are eligible to respond, and submission must occur via email to marla.chesler@usdoj.gov within fourteen days of the notice, with no formal solicitation issued through SAM.gov. Any resulting contract will have a one-year performance period and will be governed by standard Federal Acquisition Regulation clauses including commercial terms, electronic invoicing, payment by electronic funds transfer, equal opportunity, prohibitions on segregated facilities and child labor, and restrictions on certain telecommunications and surveillance equipment. The contractor must also comply with requirements addressing DEI discrimination and certification regarding responsibility matters. The government retains full discretion to determine whether competition is warranted based solely on the responses received, which will not constitute bids or proposals. While this notice is not a solicitation, interested parties must provide detailed documentation proving their capability to deliver the exact proprietary content described. The procurement is classified under NAICS code 424920, with performance based in Washington, D.C., and all communications must be directed to the designated point of contact, Marla Chesler.
