The successful offeror will be responsible for EVERYTHING spelled out in the SOW. The successful offeror will be the supplier, installer, integrator, and trainer for this requirement. Failure to quote on just one item we need will render you ineligible for award.


  1. Use of Simplified Procedures – We’re using RFO 12 procedures, which gives us great flexibility and in evaluations and issuing awards. RFO 15 does not apply.
  2. Small Business Set-Aside: This acquisition is a 100% Small Business Set-Aside. The NAICS Code is 334519 (size standard: <600 employees). You must have this NAICS code listed in your active SAM.gov Representations and Certifications to qualify. Large businesses are ineligible.
  3. SAM.gov Registration: Your organization must have an Active and complete profile in SAM.gov to receive a contract award.
  4. Brand Name Requirement: This is strictly a Brand Name requirement. Quotes must be for the exact items specified in the Quote Sheet and attachments. "Substitute" or "equal" items are not permitted and will render your quote ineligible for award.
  5. Interchanges Before Award: The government intends to award without interchanges; however, we reserve the right to conduct interchanges with one, some, or all of you if later determined to be necessary by the Contracting Officer. The government may waive informalities and minor irregularities in quotations received; therefore, your initial quotation should be complete and contain your best terms from a price and technical standpoint.
  6. Potential Post-Award Installation Delay: Installation may be delayed up to 18 months. This is to allow time for Tinker AFB Civil Engineering to review and approve your proposed installation methods for altering real property/infrastructure.
  7. Contract Performance: the successful offeror's performance will be noted in the Supplier Performance Risk System (SPRS) after inspection and acceptance of the Cold Spray System. Positive and negative performance will be noted in SPRS, especially negative performance (i.e. buying in, poor performance, et al).
