NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER. The United States Coast Guard (USCG) Research and Development Center (RDC) intends to solicit and award a sole-source fixed price contract to Northwest Plastics Ltd (DUNS: 209170679). With the authority of FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements). The North American Industry Classification System (NAICS) Code is 326199. The requirement is to manufacture and purchase of two (2), Northwest Plastics Ltd, P/N: 1.5M Skirt buoys (IALA B compliant); one colored red and one colored green; two (2), Northwest Plastics Ltd., P/N: TDL 30 buoys (IALA B compliant); The 1.5M skirt buoys have been selected as part of a Test Plan Strategy to evaluate a modular polyethylene buoy design comparable to salient characteristics to a 5x11 LR USCG steel buoy. The 1.5M test buoys must be constructed with rotationally molded polyethylene hull with UV20 stability, filled with closed cell polystyrene, feature an extruded HDPE core structure, and have adjustable ballast. The TDL 30 buoys have been selected as part of a Test Plan Strategy to evaluate a polyethylene based design with comparable salient characteristics to a 6CR/6NR unlighted USCG river buoy. The buoys will feature a monohull spar design featuring a polyethylene hull with UV20 stability. The test plan strategy seeks to sample and test salient commercial non-steel buoy characteristics that are critical to successful deployment, long duration time on station and proper channel marking in the operational environment. USCG - Response Boat, Small Third Generation (RB-S III)
Solicitation # USCG-RB-S-III-2026
The United States Coast Guard is seeking a contractor to design, build, test, and deliver the Response Boat, Small Third Generation (RB-S III) to replace the aging 29-foot RB-S II fleet. This small business set-aside acquisition involves the procurement of up to 400 boats for the USCG and 100 modified variants for other federal agencies. The contractor will be responsible for providing the vessels, trailers, full logistics and supply support, technical documentation, and configuration management. The RB-S III is intended for diverse missions, including search and rescue, migrant interdiction, and law enforcement. The government intends to award up to four Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with a ten-year ordering period, consisting of a five-year base and a five-year option. The acquisition follows a two-phase methodology: Phase I involves the award of the IDIQ contracts based on technical and conceptual designs, and Phase II requires each awardee to build a demonstration vessel for an in-water evaluation. Ultimately, one contractor will be selected for the remaining production orders. The contracts will utilize Firm-Fixed-Price and Fixed-Price with Economic Price Adjustment line items. Solicitation is expected by the end of Fiscal Year 2026, with awards anticipated in the second quarter of Fiscal Year 2027.
