The Next Generation Load Device-Medium (NGLD-M) is a ten-year Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract managed by the Department of Defense, specifically the U.S. Army PEO C3T and Project Manager Tactical Radios. The program aims to replace legacy Simple Key Loader (SKL) devices with a new device capable of delivering strong NSA-generated cryptographic keys to tactical, strategic, and enterprise network systems, featuring network connectivity for Over the Network Key (OTNK) distribution. The contract utilizes a mix of Firm Fixed Price (FFP), Cost-Plus Fixed Fee (CPFF), and Cost line items to cover engineering development, production, and sustainment. The scope of work encompasses comprehensive engineering development, including NSA certification, prototype delivery, and product support, as well as program management and security services. Due to the sensitive nature of the technology, the contract mandates strict security protocols, including a Secret Facility Clearance Level, adherence to Security Classification Guides, and the signing of Non-Disclosure Agreements for accessing the Reprogrammable Single Chip Universal Encryptor (RESCUE) design. Performance is monitored through a Quality Assurance Surveillance Plan, and contractors are required to provide semi-annual Small Business Utilization Reports and adhere to specific small business participation commitments.
