The U.S. Army is conducting market research through a Request for Information (RFI) to identify Commercial Off-the-Shelf (COTS) or Non-Developmental Item (NDI) solutions for the Next Generation Mounted Family of Computer Systems (MFoCS), a critical hardware backbone for ground vehicles and command posts that enables real-time data processing and information superiority in multi-domain operations. The MFoCS platform builds on two decades of legacy systems, requiring ruggedized, cyber-hardened computing with high-definition multi-touch displays, expanded RAM, and solid-state storage to consolidate mission-critical applications. The RFI seeks industry input on existing or near-term solutions that meet stringent environmental, cyber, and interoperability standards outlined in the Mounted Mission Command Environmental and Quality Control Specification v1.5, including compliance with FIPS-140, NIST 800-171, and NIST 800-53, support for SBU-E and SECRET data, and the ability to handle classified information switching. Responses must address technical specifications such as computing performance, power and cooling requirements, GPS capabilities including assured navigation and key management, TPM 2.0, dual SSD bays with data retention upon removal, and full compliance with NDAA Section 889 and Section 5949 for supply chain security. Vendors must also provide details on production capacity, lead times, unit and bulk pricing, licensing terms, and sustainment rates. All responses are due by 2:00 PM EST on July 27, 2026, and must be submitted via email to designated government points of contact without any proprietary or classified information. Access to the proprietary Interface Control Document is restricted to companies cleared for ITAR-controlled and Distribution Statement D materials, requiring an active DD Form 2345, current DDTC registration, and matching CAGE and SAM.gov records. The Government makes clear this RFI is purely for planning purposes and does not constitute a solicitation, promise of future procurement, or obligation to pay for response costs. Submission of a response does not guarantee eligibility in any future RFP, and all materials submitted become Government property. Interested parties must monitor SAM.gov for any future formal solicitations, as no proposals will be accepted for this RFI. Technical questions must be submitted in writing by July 17, 2026, and will be answered publicly through SAM.gov.

Next Generation Mounted Family of Computer Systems (MFoCS) Request for Information (RFI)

1. DESCRIPTION:  The U.S. Army Project Manager Command & Control Infrastructure (PM C2I), Product Manager Mounted Command & Control (PdM MC2), and the Army Contracting Command – Aberdeen Proving Ground (ACC–APG) is conducting market research to request industry’s feedback regarding Commercial Off-the-Shelf (COTS) or Non-Developmental Items (NDIs) that are readily available as potential solutions for Mounted Family of Computers (MFoCS).

The MFoCS capability has a heritage of providing ruggedized computing power to over 100,000 Army vehicles and tactical operation centers, building upon capabilities and lessons learned over two (2) decades. MFoCS represents a line of highly modular, cyber-hardened family of tactical computing and display systems designed to consolidate warfighting applications onto a single hardware platform for ground combat vehicles and command posts. These systems incorporate next-generation processing technologies, featuring high-definition multi-touch displays, expanded Random Access Memory (RAM), and higher-capacity solid-state storage. Building on this foundation, the MFoCS is mission-critical to the Army's Next Generation Command and Control (NGC2) strategy. As the essential hardware backbone for mounted platforms, its core purpose is to enable decision advantage by processing complex data streams in real-time and powering the advanced software and systems necessary for information superiority in a multi-domain environment

THIS IS NOT A SOLICITATION: This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB), or a promise to issue a RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. The Government is not seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in responding to this RFI; all costs associated with responding to this RFI will be solely at the interested parties’ expense. Proprietary information shall NOT be submitted. The Government shall not be liable for, or suffer, any consequential damages for any improperly identified proprietary information.

Not responding to this RFI does not preclude participation in any future RFP, if issued. If an RFP is released, it will be synopsized on the Sam.gov website. It is the responsibility of interested parties to monitor this site for additional information pertaining to this requirement. All material submitted in response to this RFI must be unclassified.

2. RFI Responses

Company Profile: The response should describe your company's core business and include the following:

       a. Company name, company address, points-of-contact information, including name, phone number, and e-mail address, Commercial and Government Entity (CAGE) code, Unique Entity Identification (UEID) number, North American Industry Classification System (NAICS) code and current business size. Responses shall be limited to no more than ten (10) pages for the entire submission (not inclusive of company information and attached charts).

       b. Responses are due no later than (NLT) 27 Jul 2026 at 2:00 PM, Eastern Standard Time (EST) and must be submitted via e-mail only to the Government Points of Contact (POCs): Sharon Peterson, Contracting Officer, at sharon.a.peterson15.civ@army.mil and Nicholas Budnichuk, Contract Specialist, at nicholas.d.budnichuk.civ@army.mil.

3. RFI Questionnaire:

INFORMATIONAL NOTE: An interface control document may be provided as part of this request. The information contained in it is classified as critical technical information and, therefore, access will be granted once the respondent has been cleared to receive (instructions below). It is expected that some responding parties may not be granted access to the controlled documents released with this RFI. In the event that access is not granted, responses are still encouraged and offerors must describe how their solution can survive extremely harsh environments inherent to U.S. Army combat platforms while meeting mission requirements.

          1) Trusted Platform Module (TPM) 2.0

          2) Two hard drive bays for solid state drives (SSDs)

              a) Describe how your solution can ensure that data from the SSDs shall be retained

on the compute platform once removed.

       k. What is the cost of your product? Include all licensing costs and terms (describe if the necessary licenses can or must be acquired from other sources). Include these costs for a single unit, and at quantities in which bulk discounts apply.
