This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Defense Threat Reduction Agency (DTRA) is seeking to identify organizations/institutions/ companies capable of supporting the Next Generation of Nuclear Professionals Program. This program encourages the collaboration of individuals currently in the nuclear field and those who are considering entering that field. This program aims to build and sustain a network community of young nuclear experts from across the nuclear enterprise; to help develop the next generation of leaders with both the necessary subject matter experts and the professionals skills to effectively shape and implement policy; and to mobilize the wide-ranging nuclear expertise within its membership ranks to generate innovative ideas and advance public debate on all issues concerning nuclear weapons. Respondents to this notice must be able to demonstrate the capability to create and host a series of conferences, webinars, and debates that provide information on key nuclear weapons policy, technology, or nuclear security issues as well as insight into various career paths in the nuclear field. In addition, this program requires the development and administration of online forums, annual publications, and outreach efforts with the next generation international nuclear partners. This is not a request for competitive proposals; however, interested parties should respond in writing with a statement of capabilities package. It is requested that interested businesses having the capabilities necessary to meet or exceed all aspects of the effort as described in the attached DRAFT Statement of Work (SOW), submit to the contract specialist a statement of capabilities package (no more than 10 pages in length, single-spaced, 12 point font minimum) demonstrating the ability to perform the services listed above. A one page cover letter must be provided with each submission with the following information: Company Name and Address, Company Business Size and Business Size Status, Point of Contact Name, Phone Number, and Email Address. All responses must be submitted no later than 12:00 PM, Eastern Standard Time on Monday, November 26, 2012. DTRA will evaluate all submissions that comply with the submission instructions using the following criteria: breadth, depth, and relevancy of experience as it relates to the work described above and in the DRAFT SOW. All questions pertaining to this announcement must be submitted in writing to Ms. Amy Kerster, Contract Specialist, at amy.kerster@dtra.mil. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response.

Custom Integrated Robotic System
Solicitation # PWS-RD-TS-TSE
The Defense Threat Reduction Agency intends to award a firm-fixed-price, sole-source contract to Rocky Mountain Unmanned Systems LLC for the design, engineering, and delivery of a functional prototype Custom-Integrated Robotic System. This research and development effort requires a robotic platform capable of autonomous navigation in hazardous environments to generate real-time, three-dimensional hazardous atmosphere maps. The project centers on a complex software integration task that fuses data from a government-furnished multi-gas chemical detector, a commercial quadrupedal robot, a survey-grade 3D LiDAR sensor, and a tactical mesh networking radio. The agency is utilizing sole-source authority because Rocky Mountain Unmanned Systems is identified as the only vendor with the proprietary software framework and demonstrated experience necessary to integrate these specific data streams without causing unacceptable schedule delays. While the hardware is commercial-off-the-shelf, the specialized data-fusion architecture is unique to the vendor. Although this is not a request for competitive proposals, other responsible sources may submit capability statements by October 22, 2026, provided they can prove they possess the required pre-existing software capabilities.
