Description: The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), Indian Head, Maryland is seeking innovative solutions to improve the efficiency and effectiveness of the pulsed x-ray generator technology supporting the EOD mission. EOD operators routinely use portable x-ray diagnostic equipment to interrogate targets of interest to determine the threat, identify the internal components, evaluate the threat's condition, and select the appropriate render-safe and disposal procedures. While the application of solid-state technology has resulted in significant x-ray imager improvements, the core technology associated with pulsed x-ray generators currently used by EOD has remained fairly stagnant, and as a result is a limiting factor for achieving the best possible image quality from state-of-the-art Digital Radiography (DR) and Computed Radiography (CR) imagers. NSWC IHEODTD is seeking an improved pulsed x-ray generator that will provide significant improvement in x-ray diagnostics by allowing for quicker, safer and a more reliable exploitation of targets of interest. Specifically, the technology solution must provide more precise and stable endpoint voltages and provide a significant improvement in the overall x-ray image generation process. The solution must also provide pulsed x-ray generator technology that is smaller, lighter and easier to maintain than the existing technology. The key technical capabilities desired are as follows: True endpoint KeV energy levels provided over a clean and true square pulse. Pulse widths as short as 1 nanosecond are desired at a rate of up to 500 pulses per second (500 Hz). This will allow for better energy efficiency and thermal management, and ultimately result in less time on target. Smaller x-ray tube focal spot size to improve image spatial resolution: Focal spot size of approximately 1 mm to allow for the maximum spatial resolution against the latest DR/CR imagers. Reduced Size and Weight: A fully functional pulsed x-ray generator must be dismounted mission friendly (less than 6 lbs) and must have a geometrically efficient shape/orientation for backpack carry. Improved reliability and reduced maintenance: Improve reliability through the use of solid-state technology and increase x-ray tube life through improved pulse management. Eliminate the need for use, handling and disposing of hazardous materials and improve maintenance by allowing for field replacement of major assemblies. The solution should be safe to operate remotely in explosive vapor environments. Submissions: Information may be submitted in the form of white papers, test reports, PowerPoint presentations, and specification sheets. Please limit your response to no more than 10 pages, excluding any title and cover pages. Replies are requested no later than 45 days from posting date. All responses must include the RFI number in the email subject line. Include a cover page identifying the name of business, cage code, DUNS number, business size, RFI number, unique title, technology area(s), names, addresses, telephone numbers, and email addresses of technical/business points of contacts. Technical Description Format: Respondents are asked to provide the following information as applicable: System picture, diagram, or line drawing: Provide an image, or notional image of the system, preferably a view that gives a fair representation of the system size. Technology: Describe the technology proposed. Additionally, if a system currently exists, elaborate on modifications necessary to meet the stated requirements. System Parameters: Provide the current operating specifications of any current system in regard to the parameters identified in the classified Requirements Summary document. Risk: Identify and discuss RFI parameters/requirements that are determined to be un-executable. Additionally, identify and discuss those requirements that drive risk to cost, schedule, and/or performance (e.g., weight, operational time, frequency range, size, power, etc.). Limitations/Hazards/Special Requirements: State any special limitations, hazards and/or special requirements such as power sources or operating temperatures and their respective characteristics. Special Features/Capabilities: Summarize any special features or capabilities not contained in the requirements that will improve the overall effectiveness and performance of the system. Identify risk areas to any of these features or capabilities. Narrative of System Employment Concepts: Include the conceptual mechanism by which the system accomplishes its functions and detailed employment of techniques/methods. Include an assessment of Technology Readiness Level of system. Provide a rough order of magnitude (ROM) cost and schedule for the development of a new, or modification of an existing system. Unclassified technical questions regarding this RFI may be directed to David Rohde, 301-744-5195 or by email: david.m.rohde@navy.mil. Large files need to be compressed using WinZip (http://www.winzip.com). All responding sources must submit their responses no later than 21 March 2019 to: NSWC IHEODTD Attn: Kristy Hoffman, Contract Specialist 4081 North Jackson Road, Bldg. 841 Indian Head, MD 20640-5035 (301) 744-6607 kristy.hoffman@navy.mil
