DESCRIPTION OF REQUIREMENT Background The National Institutes of Health (NIH) is the nation's leading medical research agency, and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The mission of the National Institute of Arthritis and Musculoskeletal and Skin Diseases is to support research into the causes, treatment, and prevention of arthritis and musculoskeletal and skin diseases; the training of basic and clinical scientists to carry out this research; and the dissemination of information on research progress in these diseases. The NIAMS Genome Analyzer Core Facility (GACF) is charged with providing genome-scale, high throughput sequencing services for researchers within the Institute. The Core Facility, like most other Institutes at NIH and sequencing centers around the world, adopts new emerging technologies in order to maintain the leading edge on genomics and epigenomic research areas. Institute investigators are using the services of the Genome Analysis Core Facility to apply new technology to their numerous research projects, this has resulted in a demand for the acquisition of new tools and instrumentation. One emerging applications is whole-transcriptome analysis at a single-cell level using the Chromium Controller Single Cell System from 10X Genomics. Purpose and Objectives The GACF has a requirement for a molecular barcoding and analysis suite for continuation of genomic and epigenomic research projects. The suite will be used to perform a wide range of single-cell genomic applications. Delivery The equipment shall be shipped upon receipt of award. Delivery to: National Institutes of Health, NIAMS 50 South Drive Building 50, Room 1342 Bethesda, MD 20892 Project Description Tasks: 1. Provides stand alone, turn-key analysis pipelines and visualization software for novice and expert users alike; 7. Single microfluidics chip compatible with wide range of eukaryotic cell sizes; and types (e.g. adherent cell cultures, suspension cell cultures, tissues, blood); 8. Rapid time to lysis enables an accurate view of the transcriptome with minimal impact on gene expression. Other Important Considerations None CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to make a single-sole source is based upon the market research conducted as prescribed in FAR Part 10- specifically the results of the Sources Sought notice, NHLBl-CSB-AR-2016-275-KEW, posted 8/22/16, that 10x Genomics is the sole contractor capable of providing the required ChroniumTM Controller. There are no authorized resellers or distributers of this product. This system is unique because it will enable researchers to discover previously inaccessible genomic information at massive rate and scale, including: phase resolved structural variants, single nucleotide variants and indels, as well as dynamic gene expression profiles from tens of thousands of individual cells. Proprietary microfluidic circuits rapidly partition input samples (e.g. high molecular weight DNA, single cells) which are then barcoded using GemCode technology. 10x Genomics is the sole source for the ChroniumTM Controller. CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by 9/8/16 by 0900 EST and must reference number NHLBI-CSB-AR-2016-300-KEW.
